In 1943, the Reichsluftfahrtministerium launched a program to save on aluminum alloys, non-ferrous metals, and quality steels in aircraft production, especially for non-combat types. Affected by the policy of saving on these materials, the Ar 96 of the pilot school had to be replaced by a new machine, made of quality wood and ordinary steel. Arado transferred the development of the new Ar 396 to the Société Industrielle pour l'Aeronautique in occupied France.

German and French designers designed a simple wooden frame aircraft here, only the central cockpit part of the fuselage was designed as a lattice of steel tubes covered with a thin sheet of steel. There were also steel tubes in the wing beams. The air-cooled inline twelve-cylinder Argus As 411 TA-1 with an output of 426 kW with an automatically adjustable two-bladed propeller was chosen as the propellant.
